Danny Roman is een gewaardeerd politieagent bij de Chicago Internal Affairs Bureau en een expert in het onderhandelen met gijzelnemers. Maar dan wordt hij vals beschuldigd van moord en andere misdaden. Zijn leven is plots compleet verwoest, want hij kan niet bewijzen dat hij onschuldig is. Hij besluit de rollen om te draaien en gijzelt zijn chef en collega's. Hij geeft aan alleen te onderhandelen met Chris Sabian die op tijd aankomt, maar de scherpschutters staan al klaar.
