De 'Dead Presidents' zijn surfers en professionele bankovervallers die hun buit gebruiken om flink de beest uit te hangen. Johnny Utah is een jonge en naïve FBI agent die zich aansluit bij de bende om ze zo te kunnen ontmaskeren. Maar gaandeweg wordt hij meegesleept in de wereld van durfals en extreme sport fanatiekelingen. Lukt het hem om de bende te stoppen, of wordt hij zelf te ver meegesleurt.
